Rocking Star Ranch HOA has not taken on the Horse Creek project as an HOA-led effort. Residents are therefore organizing independently while continuing to ask what role the HOA could reasonably play.

Why It Matters

The HOA already connects the households most likely to share concerns about roads, property values, neighborhood character and communication. Even a limited role could help residents receive the same information at the same time.

What We Know So Far

  • HOA management correspondence says the board asked that project-related blast emails not be sent because the board did not believe the projects directly affected the HOA.

  • The same correspondence states that management believed these projects could significantly affect the subdivision and supported sharing knowledge.

  • The HOA homeowner guide identifies preserving property values and maintaining roads as primary HOA functions.

  • The covenants emphasize value, quiet surroundings, visual character and freedom from nuisance and danger.

  • Those covenants mainly govern property inside Rocking Star Ranch and do not automatically give the HOA control over neighboring land.

What We Still Need to Know

  • Will the board issue a formal written position?

  • Will it allow verified information to be distributed to members?

  • Will it place the project on a meeting agenda?

  • Will it seek a legal opinion about the HOA’s authority?

  • Will it help establish a road-condition baseline?

  • Will it survey members about their concerns?

  • What are nearby HOAs doing?

  • Could several neighborhoods share information even if their HOAs do not fund opposition?
