We are in the final stages of arranging an independent hydrogeologic study of the groundwater beneath Rocking Star Ranch and the proposed Horse Creek power plant area. The goal is simple: establish credible, professional information about our aquifer and determine whether future industrial groundwater pumping could affect neighborhood wells.
Timing matters. We want this work completed before the project enters a formal public-comment period so residents can submit scientific evidence—not just concerns—while decisions can still be influenced. Black Hills has discussed a potential 60-day comment period, but the actual regulatory windows may vary and some could be shorter. Because we do not know when those deadlines will begin, a small group of residents is working to get the study started now rather than waiting until the clock is already running.

This power plant project should be on the HOA Agenda and as the home owners of this home owners association we can demand it.
