Impacts: What This Could Mean for Our Neighborhood
The Short Version
We do not know which impacts will happen or how severe they will be. But when the possible consequences involve water, sleep, health, safety and the value of our homes, uncertainty is not reassurance—and even a low-probability risk deserves a serious answer when the consequence could be permanent.
What If Our Wells Change?
Our homes do not have a public water system waiting as a backup. We rely on deep private wells, and some neighbors already report low production, sand or seasonal problems.
Industrial pumping could lower water levels where project wells and residential wells are hydraulically connected. That could mean reduced yield, lower pressure, pump problems, additional drilling or, in the worst case, a home without a reliable water supply.
We do not know whether Black Hills will use groundwater, but we should know before pumping begins—not after residents notice changes.
What If the Quiet Never Comes Back?
Many of us moved here because the area is quiet. A power plant could introduce engines, turbines, radiators, ventilation systems, transformers, compressors, blowdowns and other equipment that operates for long periods or around the clock.
Comparable RICE studies in quiet communities have modeled substantially mitigated plant sound of approximately 37–54 dBA at nearby receptors. Those studies are not Horse Creek predictions, but they show that noise controls can make a major difference and that “meeting a limit” does not necessarily mean the plant will blend into an existing rural background.
Low-frequency sound is also a legitimate question. One comparable study explains that low-frequency sound from RICE equipment can sometimes be felt as vibration in a structure even when it is not heard in the usual way.
What Will We Be Breathing?
Natural-gas engines and turbines can emit nitrogen oxides, carbon monoxide, fine particles, volatile organic compounds and other regulated pollutants. That does not prove the air at nearby homes will be unsafe, but it does mean residents deserve equipment-specific emission calculations and modeling at actual homes before anyone declares the impact acceptable.
Startup, shutdown, malfunction and maximum operating conditions matter too. The neighborhood should not be evaluated only under an ideal average operating day.
What Happens to the Home We Built?
We do not know what this project will do to any individual property value. We do know that buyers may react to visible industrial equipment, noise, pipelines, transmission lines, perceived air or water risk and years of nearby construction.
One national study involving multiple types of power plants found average property-value and rent reductions of approximately 3%–7% within two miles after plants opened. That is not a Horse Creek prediction, but even a much smaller percentage matters when a home is a family’s largest investment.
Property value is not only about an eventual sale. It can also affect refinancing, insurance decisions, disclosure questions and whether a future buyer is willing to accept uncertainty.
The Impacts Could Begin Before the Plant Turns On
Construction could mean heavy trucks, equipment, dust, backup alarms, nighttime lighting, road wear and temporary closures for months or years.
Rocking Star Ranch roads are publicly dedicated, but the HOA is responsible for their maintenance and improvement. If project traffic uses subdivision roads or damages entrances and nearby road surfaces, residents need a clear road-use and repair agreement before construction—not an argument over responsibility afterward.
What Happens to the Dark Sky and Open View?
Dark skies and open prairie are part of why people live here. Permanent security lighting, aviation lighting, buildings, tanks, stacks, substations and transmission structures could change both daytime views and the night sky.
Our preliminary viewshed map suggests that taller structures could be visible across a wide area, but the actual effect cannot be known until Black Hills releases the final locations and heights.
The Project May Reach Far Beyond Its Fence
A gas-fired power plant needs fuel and a way to deliver electricity. That may require a gas pipeline, regulator or compressor equipment, a substation and new transmission lines.
Those routes could cross land that is not part of the 935-acre site and could create separate concerns involving easements, safety, views, property use, construction traffic and distance from homes. No final route has been disclosed.
What If There Is a Fire or Other Emergency?
Natural gas, high-voltage equipment and battery storage each introduce different emergency scenarios. Battery concerns can include thermal runaway, prolonged fire, smoke and contaminated fire water; pipeline risk depends on pressure, burial, valves, inspection and isolation time.
The question is not whether every emergency will happen. The question is whether local responders will have the equipment, staffing, training, water and site information needed if one does.
What Happens to Wildlife, Drainage and the Land?
The proposed property is part of an open landscape used by pronghorn and other wildlife. Plant construction, roads, fencing, lighting, pipelines and transmission corridors could fragment habitat or change how animals move through the area.
Large-scale grading may also affect drainage, erosion, dust, wetlands, wildfire conditions and stormwater movement. Those impacts should be studied as one connected project rather than as unrelated pieces.
What Does Uncertainty Do to a Community?
Being left without answers creates its own impact. People worry, rumors spread, neighbors disagree and families begin wondering whether they should invest more money in their homes or leave before they know what is coming.
Residents should not have to guess whether their well, road, view or property value is at risk while the company making the decision has access to information the neighborhood does not.

We are not claiming that every worst-case outcome will happen.
We are saying that none of these concerns should be dismissed before the plant design, water source, emissions, noise, lighting, pipeline, transmission route, construction plan and enforceable protections are public.
