2026 Rocking Star Ranch Annual Meeting Agenda — Horse Creek Project Not Included

This is the official agenda for the August 29, 2026 Rocking Star Ranch HOA annual meeting. The agenda includes road maintenance, landscaping, mailboxes, neighborhood events, board elections and an open audience period, but does not include the proposed Black Hills Energy Horse Creek power project anywhere under Old Business or New Business.

The Horse Creek Project views this omission as a blatant refusal by the HOA Board to formally address—or even proactively notify the neighborhood about—a major industrial project being planned immediately beside our community. Resident organizers have contacted every board member by text and email, held lengthy text conversations with board members, and communicated repeatedly with Legacy Property Solutions about the project. Despite that outreach, the Board chose an annual-meeting agenda that discusses mailboxes, decorating contests and a neighborhood picnic while giving the Horse Creek project no agenda item of its own. Residents can still raise the issue during the open-audience portion of the meeting, and we strongly encourage homeowners to attend and ask the Board directly why the neighborhood has not been formally informed.
