The Short Version

The Horse Creek Project is a small resident-led effort. We are gathering records, explaining what they mean, documenting existing conditions and looking for people with the experience we do not have.

Why It Matters

Black Hills Energy has planners, engineers, attorneys and consultants. Nearby homeowners should not have to understand a project of this size alone.

What We Know So Far

  • Residents have submitted public-records requests and contacted County and state officials.

  • A public document library is being built so neighbors can review the same information.

  • Preliminary noise and viewshed maps have been created to identify questions, not to predict final impacts.

  • Residents are exploring an independent groundwater study and baseline well monitoring.

  • Homeowners are being encouraged to document current property, road, well, sound and visual conditions.

  • The effort is independent of the HOA.

What We Still Need to Know

  • Which residents and nearby neighborhoods want to participate?

  • Who can help with groundwater, air, noise, engineering, law or public policy?

  • How much would independent technical work cost?

  • What legal representation may eventually be needed?

  • How can resident information be collected without exposing private data?

  • What work should be completed before formal applications are filed?

  • How can we keep the public informed without spreading rumors?
