Detailed RICE Power Plant Noise & Infrasound Study Kentucky

This 2024 study evaluates a four-engine, 74 MW RICE facility near a quiet rural community. Existing residual sound measured 25–33 dBA, while a heavily mitigated plant was modeled at approximately 37–54 dBA at surrounding receptors.

The study shows how strongly noise controls can affect community sound levels and also identifies low-frequency sound and vibration as issues worth evaluating. Horse Creek should receive both conventional dBA and low-frequency/dBC analysis.
