Laramie County Approves Massive AI Data Center and Dedicated Natural-Gas Power Project

This January 20, 2026 article reports on approval of the separate Project Jade data-center campus south of Cheyenne, which is planned to begin at approximately 1.8 GW and could eventually scale much larger. The project includes dedicated natural-gas generation developed by Tallgrass Energy, and a neighboring HOA formally raised concerns involving groundwater wells, traffic, noise, lighting, emissions, wastewater and wildlife impacts.

Project Jade is a separate project and location from Horse Creek, and this article does not establish any connection between the two. It is nevertheless highly relevant because it shows another Laramie County HOA formally participating in a major energy/data-center project and requesting mitigation before impacts occurred. It also demonstrates that large data-center developments can bring dedicated natural-gas generation, significant water questions and infrastructure impacts alongside the computing facility itself.
