Laramie County Planning Response to First Horse Creek Inquiry — June 2026

In June 2026, County Planning told a resident that a separate 8.35-acre Black Hills Energy substation project was in its queue, but that it had received no pre-application meeting or formal application for the Horse Creek power project referenced in news coverage. Staff also directed the resident toward Wyoming's Industrial Siting process for larger industrial projects.

This record should be read alongside the April 24 regulatory letter already sent by County Planning to Black Hills Energy. Together, they show an important distinction between County awareness and preliminary regulatory discussions and the absence of a formal Horse Creek application.
