County Correspondence on Horse Creek Essential-Service Status and Project Review

This July 2026 email thread documents County staff explaining that the proposed site was being treated as an essential service and was therefore not subject to the County's approval in the usual sense, while setbacks and land-use requirements would still apply. Commissioner Don Hollingshead separately stated that the Board had not received an application, reviewed site plans or supporting studies, or taken a position on the proposal.

The correspondence helps distinguish limited County approval authority from the broader regulatory review that may occur elsewhere. It also documents that County commissioners had not reviewed the project's technical details when residents were already asking questions about its impacts.
