Will pipelines or transmission lines cross nearby properties?
How will local buyers, insurers and lenders respond?
Are there comparable communities that can be studied?
Would Black Hills offer a property-value guarantee, voluntary buyout or claims process?
Should residents commission an independent neighborhood appraisal study?
