  • Will pipelines or transmission lines cross nearby properties?

  • How will local buyers, insurers and lenders respond?

  • Are there comparable communities that can be studied?

  • Would Black Hills offer a property-value guarantee, voluntary buyout or claims process?

  • Should residents commission an independent neighborhood appraisal study?
